Floods.
Most floods only affect the people who build in a flood zone. Blizzards just dump white crap on everyone, regardless.
Plus .. if you have to flee from rising waters you don't have to do so wearing a parka, gloves, snow shoes or with chains on your tires.
Now a flood in a blizzard .. well you're corn-holed I guess.
