Having recently watched all of ST:TOS and most of ST:TNG in the past year or so, the answer is clearly KIRK! Re-watching TOS really increased my respect for Kirk, and re-watching TNG has done nothing to improve my opinion of Picard. Yawn.
But having watched the first two seasons of DS9 as well, I think Sisko easily beats Picard and could probably take Kirk as well.
Pfah. The reason only one person came up with it is because there's no comparison between the two. Kirk consults his advisers, thinks about it, comes up with the fairest plan he can as fast as he can, and wins, trying to preserve as much as possible in the meantime. Picard consults his advisers, plays for more time, tries to get his butt (and if possible, his ship's butt) out of the fire as quickly as possible, and doesn't think ahead past his next glass of wine. The only representation of Picard that ever rang true for me was a fanfic I saw years ago where he was Q's bitch and adopted pet.
Sisko, clearly is the winner here. Come on. I keep waiting to hear him bust a "Spensah!" and pull out a gun thats nearly as big as he is to blow away a kardasian.
How could you leave him out? I can see leaving Janeway out, or even Archer but not Sisko.
Which would I want to serve under, is what I ask myself.
Picard is a nice gent and you get the sense that being aboard his Enterprise would be a nice rewarding cruise. It would be hard not to roll my eyes in the ranks, however, so I'd be spending a lot of my time carpet dancing.
While I admire Kirk as a man of action, I'd prefer to do it from afar. Grunts and redshirts have short but exciting careers aboard his Enterprise.
This is hillarious... we actually had this discussion just yesterday morning over brunch. Well sort of. It started out as a discussion of the various Penguicon attendees and how it was a hurdle to convince the techie folks that it wasn't a bunch of folks sitting around debating who would win Kirk vs. Picard. And then it devolved, into humorous, scary, and musical places.
Without Kirk, you would not have Picard. Kirk saved the universe and made it a better place so he could spend all his time not working and playing pirate on the holodeck.
I think it's more because Shatner. Is. Not. Stewart.

I can't speak for anybody else, but I didn't cheat. It also may be that people who are more likely to vote in something like this are more of an age to remember Picard than Kirk.
I'm just teasing, of course. This is always a fun debate.
By the way, Stewart winning any awards these days? Like Shatner? Because Shatner has a visible career. Is Stewart doing anything besides voices on TMNT?
I meant AFTER Star Trek and today. Why is he doing voices on "Teenage Mutant Ninja Turtles" is he's such a high calibur performer?
Shatner's been nominated more times than Stewart and has won more awards than Stewart. Gotten Lifetime Achievement awards and so on.
Nothing against Stewart as an actor. I like him as an actor. He was a perfect Prof. X and he should have been Mr. Freeze. I'm just saying Shatner's had a longer career of shows that have been hits and is still in the public eye and winning awards. Doing bits parts on "American Dad" is not a step up from the Royal Shakespeare company.
Just trying to convince me that Picard is a better captain is like saying a kick in the groin is better than a nice back rub... ;)
